The E-Portfolio (EP) is a controversial reform of senior high school education. This study explored two puzzles from the perspective of a fantasy document. First, why does a resourceful organization create a plan with high symbolic meaning but low instrumental function? Second, is deliberation a cure for avoiding a fan-tasy document? Taking the deliberation plan on EP as a case study, this study argues that a fantasy document results from an organization’s lack of familiarity with the issue and its inability to obtain sufficient information. This study argues that deliberation is an efficient tool for enhancing the symbolic and pragmatic functions of plans. While outsourcing deliberation can decrease the fantasy of the plan in a short period, this study suggests that the organization should be more actively involved in the deliberation process to develop democratic innovation capacity and transform the configuration of plan-making within the organization.
