It compares changes in the education system with laws and regulations, and examines the role of the prefectural governor in the establishment and maintenance of teachers' normal schools. This paper clarifies that Isawa planned a teacher education system for Taiwan based on the Japanese system. The National Language School, which trained Japanese teachers, was positioned as the center of Taiwan's teacher education system. However, its content was comparable to Japan's Ordinary Normal School, so it was positioned below it. The Normal School was set up to promote public schools and reduce costs by reducing the number of Japanese teachers. It was established as a school to train Taiwanese teachers for Shobo Gijuku and public schools. Teaching methods were neglected in the Normal School, limiting the role of Taiwanese teachers to teaching Chinese literature to lower grade students. |
