When the Local Government Act was promulgated in 1999, the revisions of relevant regulations led to the decentralization of educational authority, granting local governments greater power over the allocation of educational resources. This also means that the development of local educational policies is closely related to the quality of local governance. The bilingual policy has been one of the major educational issues in the country since 2019. Examining the governance and operation of the bilingual policy by local governments can further reveal the mechanisms and effectiveness of promoting new educational policies by local governments, while also providing evidence-based references and reviews for other local governments. This study focus on the bilingual education governance planning and strategies in Tainan. This paper explores two questions: First, what important aspects and supporting measures in the planning and current implementation of Tainan city's bilingual education policy are worth referencing? Second, what governance actions has Tainan undertaken to implement bilingual education at the school level? The study finds that in terms of policy implementation planning and current status: Tainan City has a clear definition of bilingual usage, relatively sufficient implementation plans and resources, and diverse bilingual teacher training models that promote an enhanced bilingual environment on campuses. Regarding policy governance: Tainan City emphasizes task allocation and the provision of relevant resources, which can help schools move in the same direction. |
