Agency model developed and expanded in UK has greatly reshaped British public organizational format and civil service since 1980s. Agencification trend in the world has also dramatically changed the financial as well as civil service structure among OECD governments. British agency model and administrative body model are analyzed and compared. It is suggested that Taiwan should adopt the agency model first to avoid overt political influence in personnel appointment. No matter what kind of organizational model chosen, it is suggested that institutional standards and guidance be established. |
