A Discussion on the Administrative Reform by Citing Examples about the Management of Industrial Estates

在我國目前經濟面臨轉型，失業率升高及產業外移嚴重的情形下，行政機關送受批評具有法令嚴苛、行事僵硬、本位主義及能力不足等缺陷，不僅使政府的施政措施及其正當性受到挑戰，也反映出政府職能的變遷與民眾對政府的殷切期待。本文係以民國八十九年、九十年間工業區管理的兩個案例，從實務觀點來說明政府推動行政革新，改善投資環境，及振興經濟所付出的努力。

In the conditions of economic transition, rising of unemployment rate ,and serious removal of industry ,the government is often censured owing to defects of austere rules and regulations, rigid actions ,egoism, and poor ability. That both challenges the behavior of the Administration and its righteousness ,and also reflects the change of functions of the government and the people's expectancy. The article describes the government's efforts to further the administrative reform improve the environment of investment, and raise national economy by taking examples of two practical cases about the management of industrial estates in 2000 and 2001.
