The system of examinations which has been adopted for thousands of years is a characteristic of the employment of Chinese civil officials. However, the history of examinations for Taiwanese indigenous civil officials is less than fifty years. Plenty of problems and inadaptation reveal that there are many conflicts between the tribal communities and the system of employment of indigenous civil officials. Elections and examinations have brought about new ruling classes, which replace the authority of the chiefs and the elders. The originally stable social order has lost its social connection because of the intervention of government power. Therefore, to investigate the special internal requirements of indigenous societies and to deepen the core values of democracy and the diverse cultures, we must go back to see the relationships between indigenous peoples and the nation, then we can discuss the issues of examinations and employment of indigenous peoples, and to construct the system of examinations following the concept of the ''New Partnership'' and the ''self-government of indigenous peoples'' agreed between the new government and the indigenous peoples. |
