Starting with the concept of ''representative bureaucracy,'' we start with the analysis of the phenomenon of underrepresentation within the bureaucracy among the Indigenous Peoples in Taiwan. Our focus is to illustrate how the idea of ''affirmative action'' is applied so that the traditional practice of preferential treatment may be complemented. After delineating the causal links between affirmative action and democracy, special efforts are made present the views espoused by its proponents and opponents. Fin-ally, we point out the challenges an affirmative action plan may face when put into practice. |
