The overall social economy and culture status of the indigenous peoples in Taiwan has always been disadvantaged. One of the reasons is that they have been in an inferior structural position in a long time and are losing their language and culture as an urgent crisis. Restricted to the complicated geographical environment and their particular cultural background, Taiwan' s Aboriginals face different issues due to their different cultural essences. In the interest of guaranteeing the work rights of the indigenous peoples, the government has established ''Indigenous Peoples' Work Rights Protection Law'' , based on which Council of Indigenous Peoples, Executive Yuan has stipulated and promoted several indigenous peoples' laws. However, in order to fully and effectively implement the laws, it is necessary to promote the outstanding aboriginal administrative talents to plan and execute the related policies. Therefore, the key topic of the current examinations and personnel administration policy is to establish a multi-value examinations and personnel administration system, which meets the indigenous peoples' demands in different stages. Examination Yuan is the responsible superintendent of the national civil service. In the recent years, it has been working actively to solve the difficulties in the indigenous peoples' civil service personnel system to meet the personnel requirements of Taiwan' s Aboriginals based on their particular culture. However, what are the actual achievements? What are the values of the decision makers? How do they evaluate the issues? And how effective are the solutions? All of these are open questions to be studied. This paper first discusses the value of the indigenous peoples' examinations and personnel administration policy, then evaluates the policy making process of Examination Yuan concerning the related issues and solutions, and finally proposes the feasibility analysis of establishing the indigenous peoples' examinations and personnel administration policy and system with particular cultural characteristics. |
