Effectiveness Analysis of Convenience Measures for Sanitary Certificates Application for Export of Processed Food from 2016 to 2020

我國食品產業近年在政府推動「食品業者三級品管」制度之基礎下，已建構完善食品安全防護網。為進一步協助國內加工食品外銷產業發展，衛生福利部食品藥物管理署（以下簡稱食藥署）近年陸續針對該署核發之外銷加工食品英文衛生證明、加工衛生證明、檢驗報告及自由銷售證明，推動「線上申辦」、「簡化文件」、「簡化流程」、「電子通知」、「多元繳費」等5項申辦便捷措施，提升申辦便利性。實施便捷措施後，業者申辦及繳費方式更加多元而有彈性。各種證明平均審查天數也已大幅減少，其中符合特定條件之衛生證明申請案件，其審查天數甚至可減少一半。該等措施確實達到「人民有感，便利申辦」之成效。

In response to the promotion of the three-tier quality control system by government in recent years, a complete network of food safety management has been built in Taiwan. In order to assist the export development for the processed food industry in Taiwan, TFDA has successively implemented 5 convenience measures for the applications of the sanitary certificates, manufactured sanitary certificates, test reports and certificates of free sales and manufacture issued by TFDA. These measures enhanced the convenience and efficiency of the applications. After the above mentioned convenient measures were undertaken, the application and payment methods have become more diversified and flexible. The average days of reviewing various certificates have also been much shortened. Among them, the reviewing days of certain sanitary certificates applications with special conditions could even be halved. These measures did facilitate the convenient application and were appreciated.
