In order to reconstruct the food production management system, the Ministry of Health and Welfare announced the expansive implementation of the food safety control system on food factories since 2018. As of 2020, Taiwan Food and Drug Administration (TFDA) and the local health bureaus have inspected 63 edible oil and fat factories. According to the Act Governing Food Safety and Sanitation, TFDA especially analyzed the regulatory compliance on the registration, food traceability system, good hygiene practice (GHP), hazard analysis and critical control point (HACCP). The results showed that, during the initial inspection, the compliance rate of the registration and food traceability system has reached above 80%, whereas that of HACCP was less than 60%. The major non-compliances of HACCP were deficiencies in documents or records management. The non-compliant factories have been followed up by the local health bureaus until the improvement is achieved. Furthermore, it is obvious that edible oil and fat factories with capital above 100 million perform the best in overall management, and those with capital below 30 million and with more than 5 food industry workers have the worst compliance rate during the initial inspections of GHP and HACCP. The TFDA inspection and guidance plan can thus focus on the edible oil and fat factories with capital below 30 million and with more than 5 food industry workers in the future, and also offer the guidance concerning the major non-compliances to food industry workers or inspector, in the hope to promote the corporate responsibility and self-management level of edible oil and fat industries. |
