This article describes the status and class gaps of the various actors in the exercise of the right of consultation, revealing that the indigenous are trapped in self-determination within the state system and are forced to merge into the country. It argues that under the current domestic political situation, the principle of free, prior and informed consent (FPIC) becomes “not free, not prior, uninformed, and cannot disagree.” |
