日治時代旗山地區的行政區演變與區域整合

The Administrative district changing and regional combining in the CHI-SHAN arean during Japanese Era

旗山地區泛指位於高雄縣東北部的9 個鄉鎮，境內包含山地、丘陵、河階與沖積平原，其所在的地理位置，向以位居山區或沿山地區著稱。本研究區在清代分別隸屬於臺灣縣、鳳山縣的轄境，又因番界通過其中，具有番界內、番界外之別。日治時代各階段的行政區劃變動，漸將當時處於臺灣、鳳山縣交界的沿山地區合併為蕃薯寮廳；蕃薯寮廳的轄區，後來在日治中期成為高雄州轄下旗山郡轄域的雛形，雖然旗山郡空間範圍略有變動，此行政區涵蓋的空間概念，迄今仍為縣內規劃區域發展的空間單元。清代旗山地區的地理位置具有多樣特性，雖然當時屬於國家行政管理的邊區，卻不是一個封閉的地區。因此，其地方行政區沿革呈現出複雜的區域歸屬性，後來日治時代旗山地區的地方行政沿革仍不斷的變動。本文主要是想探討在日治時代數次的行政區變革中，反映出哪些旗山地區的地理位置特性？旗山地區在清代是分屬不同縣治的邊區，於日治時代漸歸同一個行政區，且上層的管轄區，由台南改為高雄的變化，其所展現的區域發展意義為何？本文分由清代「縣」與「縣」的邊陲、日治時代「縣-署」制管轄、日治時代「廳與支廳」制的區域合併、日治時代「州-郡」制的區域中心轉移等項目分析，發現歷次的行政區劃特徵如下，一、完成沿山地區的行政區合併，二、消弭以河流作為地方行政界線，三、改變本地與外部區域交互作用的空間脈絡。國家行政勢力對旗山地區的安排，正反映了旗山地區向來與鄰區往來的流動性與開放性，與日治時代南部區域發展重心改變的結果。

Because of the Chishan area owns the variety of the geographical position , this article mainly wants to discuss what the geographical position characteristic of the Chishan area was expressed, during several times the district area transformation in the Japanese rule. The Chishan area was a frontier land that different counties（縣） managed in Qing Dynasty, it belonged to the same administrative area gradually in Japanese era , and it’s upper administrative area, change of Kaohsiung from Tainan , what meaning the changing represented in the regional development? This text analysis the different administration rule, its results appear, first, finish administrative area amalgamating along the neighboring-mountain area , second, prevent regarding river as the local administrative boundary line, third, change the spatial interaction between the Chishan and neighborhood region. Arrangement from the national administrative force to the Chishan area, reflect the Chishan area always with exchanged mobility and opening, the regional development center changed in the southern Taiwan during Japan era.
