New Taipei Municipal TuCheng Hospital, operated by the Chang Gung Medical Foundation, was established with the vision of becoming a patient-centered smart hospital, integrating green building principles together with smart technologies into its infrastructure and operations.The hospital has continuously advanced digital healthcare transformation, clinical artificial intelligence (AI) applications, and information security governance. In 2025, the hospital received full-institution Smart Hospital Certification under the National Healthcare Quality Award (NHQA) program, achieving certification in six service domains: outpatient, emergency, inpatient, pharmacy, administrative management, and integrated services. This article describes the hospital’s experience in developing a dual-governance framework centered on smart healthcare and information security, together with a structured approach for the responsible implementation of clinical AI applications. Representative initiatives include AI assisted imaging interpretation in emergency care, one-stop inpatient services with closed-loop medication management, and administrative management platforms aligned with environmental, social, and governance (ESG) principles. These experiences provide practical insights for healthcare organizations seeking to develop resilient, modern, and patient-centered smart hospitals.
