Environmental pollution is getting worse, “Green Purchase” is not only a global trend, but also an important governance goal of the government. The purpose of this research is to discuss the determinant factors of green purchase behavior of the military officer. The research framework is based on the theory of planned behavior. To distinguish the intentions of green purchase behavior into three factors such as “attitude”, “subjective norms” and “perceived behavior control”; in addition, in order to explore whether the "reward and punishment system" has the effect of moderation and independent influence, it is added to the framework to implement verification.Based on the degree of influence between the various variables, to understand the current problems encountered by green procurement are elarijied, and the solutions are proposed to assist policy makers in promoting the relevant policy. The research results show that each variable has a significant effect, and the impact level requencely are attitude , perceived behavior control > reward and punishment system , subjective norms. Therefore, if you want to enhance the purchaser ’s behavioral intention, first of all, strengthen the purchaser ’s concept of environmental protection (attitude), and then give appropriate resources, budget and operating time (perceived behavior control), the last resort is to use punishment (reward and punishment system) to correct their behavior, and although the degree of influence of the supervisor or colleague is ordinary, it can also be used as an supplementaryrole.
