Translation in the Context of Taiwan’s Language Policy: The Transition from Monolingualism to Bilingualism

2017年行政院以《2030年雙語國家政策發展藍圖》為基礎所提出的“2030雙語政策”一夕之間成爲衆所矚目的焦點，衆説紛紜，褒貶不一。與此同時，就法論法，國内有關語言和語言政策的立法爲數不多，而且身爲最主要的法律的《國家語言發展法》，也對英語的地位以及中英雙語化的具體做法著墨甚少。台灣一方面，有全球稱羡的半導體產業，每年為經濟創造極大的產值，同時卻又遲遲無法落實全面雙語化，國民的英語水準又無法顯著提升。這種格格不入的現況，已經開始影響到觀光等產業。
與此同時，國内的語言政策欠缺一項很重要的環節，那就是翻譯；更準確地說，是一項能夠與現行語言政策全面配合，相互爲用的翻譯政策。從微觀上說，翻譯總是有特定目的；從宏觀上説，翻譯乃是特定的社會、經濟和政治條件的產物。從這點看，翻譯與語言政策間的相互關係至爲明顯，語言政策在制定上，應當將翻譯納入考量。
因此，當大家對雙語政策表示贊同，反對或保留之際，期待它能夠為國家帶來新氣象的同時，不應該忽略翻譯在此過程中所起到的作用，而這項作用關係到的，絕對不僅僅是路標牌示的雙語化而已。本文針對翻譯如何輔助語言政策，以及如何訂定一套翻譯政策,推導出分析型的研究.不消說，台灣由單語緩步朝向雙語轉型，需要倚靠的是一套有效,前後一致且透明的翻譯政策。否則，2030年雙語政策的宏願可能將淪爲一場空。

Admittedly, in light of the inadequate English language proficiency amongst the general public, the“Bilingual 2030”Initiative was announced officially in 2018 in the form of a prospectus titled Blueprint for Developing Taiwan into a Bilingual Nation by 2030. At the same time, in terms of legal underpinning, little has been said about the status of English. The irony is rather conspicuous; on the one hand, we are blessed with a vibrant economy highlighted by a world-leading semiconductor industry, and, on the other, we are under an apparent absence of a clear language policy vis-à-vis the status of English. This has, understandably, garnered concern and attention.
Meanwhile, what is more alarming is the fact that translation does not seem to have a place with a translation policy outright absent. At a micro level, translation is always done for a purpose, and at a macro-level, however, translation is an end product of certain social, economic and political conditions that may fall beyond the control of human beings. The interdependence between translation and language policy is obvious, and translation should have a role to play in the formation of language policy.
Hence, while, despite the controversies of the Initiative, we are delighted to have an update on language policy, we cannot deny the impact that translation may have for that policy—and such significance goes beyond the dire need for adequate bilingual signage. For sure, our trajectory must feature a functional translation policy that feeds into every aspect of language policy and planning. In this analytical research, I will argue why an effective and transparent translation policy will be a sine qua non, and without one, the“Bilingual 2030”Initiative might remain what it is forever: an initiative.
