北臺八縣市急難學生幸福保衛站執行現況之研究

A Study on the Implementation Status of the Student Emergency Assistance Happiness Safeguarding Stations in the Eight Counties and Cities of Northern Taiwan

本研究係以協力治理的觀點，透過訪問各縣市政策推動人員，探討「急難學生幸福保衛站」政策創新擴散、執行現況及所面臨的問題，並分析訪談結果，以探討北臺各縣市急難學生幸福保衛站運作機制、協力治理模式及夥伴關係。北臺八個縣市已組成北臺區域發展推動委員會，透過跨區域、跨縣市之資源整合與分工合作，提升北臺區域在臺灣及全球都市發展的競爭力，2023年新北市政府為擴大守護兒少能量，將跨縣市急難學生幸福保衛站納為合作提案，並獲得宜蘭縣政府、基隆市政府、臺北市政府、桃園市政府、新竹市政府、新竹縣政府及苗栗縣政府的響應，繼而邀請統一、全家、萊爾富及OK超商共同合作，自2024年1月20日起境內7，503家超商投入守護180萬學童的行列，成為學童的安全守護據點。本研究發現跨縣市執行急難學生幸福保衛站的分工、個案通報及派案、個案協助等機制，及各縣市計畫宣導存在差異，並分析推動急難學生幸福保衛站所遭遇的問題，最後，本研究結果將提供未來政策推展及後續研究之參考。

This study, from the perspective of collaborative governance, explores the diffusion of policy innovation, current implementation, and challenges of the ''Student Emergency Assistance Happiness Safeguarding Stations'' through interviews with policy implementers across various counties and cities. It analyzes the interview results to examine the operational mechanisms, collaborative governance models, and partnerships of the Student Emergency Assistance Happiness Safeguarding Stations in northern Taiwan. The eight counties and cities of northern Taiwan have formed the Northern Taiwan Regional Development Promotion Committee, which integrates resources and promotes division of labor across regions and counties, enhancing the competitiveness of northern Taiwan in urban development both domestically and globally. In 2023, to expand the capacity for safeguarding children, the New Taipei City Government proposed a cross-county collaboration for the Student Emergency Assistance Happiness Safeguarding Stations, which was supported by the governments of Yilan County, Keelung City, Taipei City, Taoyuan City, Hsinchu City, Hsinchu County, and Miaoli County. Subsequently, the four major convenience store chains—7-Eleven, FamilyMart, Hi-Life, and OK Mart—were invited to collaborate, resulting in 7,503 stores nationwide joining the initiative as of January 20, 2024, safeguarding 1.8 million schoolchildren. This study found differences in the division of labor, case reporting, assignment, and assistance mechanisms among counties, as well as variations in policy promotion efforts. Finally, this study provides insights into the challenges encountered in the implementation of the Student Emergency Assistance Happiness Safeguarding Stations and offers recommendations for future policy development and research.
