歐洲高等教育區學生參與的發展與實踐

The Development and Practice of Student Participation in the European Higher Education Area

學生參與在歐洲高等教育區的建構過程中佔有重要的一席之地，但由於各會員國在政治、社會與文化背景上仍有許多歷史造成的迥異之處，因此對於學生參與的推動程度參差不齊，如何深化學生在高等教育政策之制訂、高等教育機構之治理以及品保中的參與，目前亦為歐洲高等教育區所關注的議題之一。有鑑於此，為了瞭解歐洲高等教育區的學生參與現況，本文首先將說明學生參與的定義與類別，並進一步說明學生參與在歐洲高等教育區之重要性及推手，其次以近年推動學生參與表現優異的蘇格蘭作為實際案例說明，瞭解推動學生參與品保的可行策略及挑戰之處，並據以提出本文結語。

Student participation plays an important role in the construction of the European Higher Education Area(EHEA). However, due to the political and social differences among members, the degree of student participation also varies. Thus, how to deepen student participation at the European, national and institutional levels has become one of the key issues for the EHEA. This paper aims to understand the development and current state of student participation in the EHEA. The first part will define student participation, explore its importance within the EHEA, and introduce the European Students’Union(ESU). Secondly, using Student Partnerships in Quality Scotland(Sparqs)as a case study to examine the strategies for implementing student partnerships in Scotland’s quality assurance system. Finally, the challenges will be discussed, and conclusions will be provided.
