兩岸交流35年的回顧與展望：新功能主義的啟示

The Retrospect and Prospect of Cross-strait Exchanges have been Going on for 35 Years: In the View of Perspective of New Functionalism

1987年11月2日台灣政府開放民眾到大陸探親，結束兩岸近40年的隔絕，開啟了兩岸人民交流的新局面，適值開啟兩岸交流35周年之期，卻又遭逢兩岸關係陷入僵局乃至於瀕臨兵凶戰危，本文從新功能主義的角度回顧兩岸交流的過程，並提出未來的展望。因此，本文首先回顧兩岸交流的歷程與基礎，民黨執政與民進黨執政的交流情形。本文首先探討兩岸交流的現況與難處以及新功能主義的內容，其次從海基會業務量變化觀察兩岸交流的起伏，繼而以新功能主義分析對兩岸交流的啟示，最後說明從兩岸交流邁向整合的困境，進而提出本文對兩岸關係與交流發展的期待。

On November 2, 1987, the Taiwan government allowed people to visit relatives in the mainland. Taiwan government ends nearly 40-year isolation. The Taiwan government has also opened up a new phase of people-to-people exchanges between the two sides of the strait. Now 2022 is the 35th anniversary of cross-strait political deadlock and non-governmental exchanges, and many things are worth thinking about and discussing. The author found that the ''Three No's Policy'' and ''Three People's Principles to unify China'' during Chiang Ching-kuo's period. The author finds out that during Lee Teng-hui's period, the ''cross-strait relationship is a special state-to-state relationship'' and the economic and trade policy of ''not haste and patience''. The author found that the economic and trade policies of Chen Shui-bian's period from ''four nos and one no'' and ''active opening and effective management'' to ''active management and effective opening''. The author found that the period of Ma Ying-jeou created the most beautiful period of cross-strait exchanges. The author found that the Tsai Ing-wen government followed the steps of the United States in resisting China. The Tsai administration has plunged cross-strait exchanges into a dark period. Cross-strait relations are in a crisis situation. This article analyzes the relationship between the KMT's ruling party and the DPP's ruling party from the content of neo-functionalism. This article first explores the content of neofunctionalism. Secondly, through the theory of neo-functionalism, I analyze Taiwan’s completely different ideas and thinking patterns when the KMT and the DPP were in power. The author looks forward to the normalization of cross-strait relations. The purpose of this study is to understand the past, present and future of cross-strait exchanges over the past 35 years, The purpose of this study is to analyze the connotation of neo-functionalism. The purpose of this study is to find out the characteristics of cross-strait exchanges under neo-functionalism. This paper adopts the method of literature analysis. This paper achieves the research purpose of this paper by means of literature analysis.
