Since 2015, Taipei City has been promoting participatory budgeting. Adhering to the governance principles of“open government, public participation, and public transparency”, the Department of Civil Affairs initially established the“Procedures for Citizen Proposals and Review in the Participatory Budgeting System of Taipei City”. Subsequently, after discussions with the former Taipei City Government Citizen Participation Committee, the Government-academia Alliance mentorship team and various city agencies, the procedures were revised and related plans were gradually developed to achieve the modularization and institutionalization of participatory budgeting policies. Furthermore, digital platforms such as the“Citizen Proposed Participatory Budgeting Information Platform”and the“Taipei City Government Participatory Budgeting Proposal Management System”have been built to help the public learn about participatory budgeting and the Government-academia Alliance, and to provide information of proposal review processes, event registration, proposal progress and execution outcomes, thereby achieving comprehensive information disclosure, public transparency of procedures, and better understanding of the operating model of participatory budgeting and easier public participation for citizens. In the 67th volume of the“Participatory Budgeting Project”, numerous research findings related to the“Taipei City Participatory Budgeting System”have been published. Over the past ten years of implementing participatory budgeting, Taipei City has continuously refined it's execution methods based on research conducted by the Government-academia Alliance and insights gained from the mentorship process. In this study, the author will not only provide perspectives and supplementary insights toward these related research results from the viewpoint of a“planner and executor”but will also provide reflections and recommendations for this large-scale social experiment, in which a government-led initiative engages citizen participation, from six key perspectives: challenges of institutionalization, agenda setting of proposals, further optimization of the proposal review process, further deepening of the Government-academia Alliance, diversifying of effectiveness assessments, and intelligentization of digital platforms, in the hope of continued deepening and multi-faceted development.. |
