This study is grounded in the perspective of organizational digital transformation and explores how Taiwan can advance inclusive and participatory international education with lifelong learning. Integrating theoretical foundations such as adult learning theory, connectivism, and global competence education, the research adopts methods including literature review, policy analysis, and cross-national comparison to clarify the theoretical framework and practical strategies for integrating digitalization with international education. The findings indicate that Taiwan's schools system, community learning institutions, and policy governance structures have progressively implemented the concepts and practices of digital international education. Based on these insights, the study proposes four feasible development strategies: 1.promoting policy integration to establish a coherent governance framework; 2. constructing digital learning platforms to broaden participation; 3. enhancing community-based mechanisms to support localized implementation; and 4. ensuring equity-oriented governance to safeguard the learning rights of disadvantaged groups. Ultimately, the study envisions a cross-age, cross-disciplinary, and cross-system digital learning ecosystem that emphasizes the vision for cultural inclusion and international engagement. |
