Since the Civil Service Reform Act of 1978, the U.S. federal government has experienced a series of pay reforms over the past quarter, such as merit pay, demonstration projects, performance management and recognition system, performance-based organizations, SES pay-for-performance, alternative compensation systems, etc. The purpose of this paper is to review the developments of the U.S. federal pay reforms and draw lessons that contribute towards better strategies for the pay administration in Taiwan. |
