The Application of Organizational Development Intervention in Forwarding the Core Value of the Public Servants

依據當前行政院各項施政重點之分析，要落實改革及進步的施政目標，最重要的價值觀，就是「創新」、「進取」及「專業」。然而根據調查結果顯示，此種觀念正是當前公務人員較欠缺的部分。故本研究試圖以組織發展的理論出發，說明如何運用電子腦力激盪會議作為干預技術，帶領由相關單位中的優秀同仁所組成之種子團隊進行討論。在歷經四週的上課與討論後，本研究整理此次訓練成果，提出三種核心價值觀推動模式以供相關單位參考。

According to the policy analysis, the most important values of the government policy are“innovation, initiative, and professional.”However, an investigation report shows that the previous value we mentioned is exactly what our public servants lacked for. In view of this, this study employs the electronic brainstorming as a technique of organizational development intervention and helps the seed team’s discussion. After the four weeks seminar, we propose three implementation models of the core values for the authorities’referral.
