The government is closely related to our everyday life and is relied on by all people. In order to enhance the nation's competitiveness and implement the organizational restructuring of the government, it is necessary to abandon the established traditions, deconstruct the existing theories, and achieve new knowledge from innovative thinking. In the recent years, despite the fact that the government organizations have put a lot of efforts in enhancing the quality of the organizational human resources, such as training, employee education, etc, the progress in planning of HR personnel development and helping them to create learning organizations are yet held up. As a result, the goal of enhancing the quality of human resources has not been fully achieved. Therefore, due to the fact that the future society not only anticipates further education, training and development of the government HR personnel, but expects them to expand their roles with creative thinking, adjust their self-recognized values, and eventually achieve the esteemed goal of serving people as well as their personal objectives. |
