Research Review Development Goals for Education: From Existing Commitment to Responding and Transcending Commitment

全球永續發展教育是邁向永續發展的根本途徑之一，因為它可從根本上促進我們自發地把理想願景轉化為實際行動，並藉由長遠的眼光考量未來全球社會的經濟、生態、公平等問題。本文嘗試系統性梳理聯合國永續發展教育的歷史進程以及全球永續發展教育政策的近年重大承諾：（1）教育行動框架；（2）經濟合作暨發展組織學習框架；（3）永續發展高層政治論壇建言。透過前述一系列回顧和承諾中之政策實例，本文強調全球各國如何具體超越聯合國永續發展目標四：優質教育，將全球共識確實落地為在地實踐，繼而兌現和超越既有承諾和教育目標，發揮全球永續發展教育的關鍵影響力。

Global Education for Sustainable Development (ESD) is the fundamental way towards sustainable development because it can fundamentally facilitate the spontaneous transformation of our ideal visions into practical actions and consider the economic, ecological, and equity issues of the future global society from a long-term perspective. This paper attempts to systematize the historical progress of ESD in the United Nations and the major commitments of global ESD policies in recent years: (1) The Education 2030 Framework for Action, (2) The Organization for Economic Cooperation and Development Learning Framework 2030, and (3) The recommendation of the High-Level Political Forum on Sustainable Development. By extracting policy illustrations from the aforementioned reviews and commitments, this paper seeks to emphasize how countries around the world can specifically go beyond SDG4, fulfill and translate such global consensus on SDG4 into local practice, and achieve and surpass existing ESD education goals globally.
