Within the framework of contemporary educational reforms, this paper employs a literature review approach to investigate two prominent issues: bilingual education and bi-literate reading. Firstly, it analyzes the impact of information technology on language and reading education, the development of reading education reforms and the emerging trend of bi-literate reading instruction. Secondly, it introduces the policy of bilingual education, its status quo of implementation, and the significant challenges it confronts. Moreover, the paper delves into interconnected concerns pertaining to both issues, subsequently exploring recommendations for their integration. Drawing from the comprehensive analysis, the following conclusions are: the imperative necessity of bi-literate reading instruction due to the influence of information technology; the essential requirement for well-rounded support measures in bilingual education, including enhancing teaching staff quality and revolutionizing instructional approaches; harnessing the potential of information technology can yield effective integration of bi-literate reading instruction and bilingual education; the implementation of bi-literate reading instruction and bilingual education should create conducive learning environments for marginalized students, aligning with the principles of equal educational opportunities. |
