高等教育深耕計畫執行多年之後，對於大學課堂教學改革發揮了多少的影響，改變了多少課堂教學模式，提升了多少學生的學習成效，成就了多少大學的發展，是大學教學改革關注的重點。本文主旨以「大學教學改革的政策面與實踐面」為主題，探討大學教學改革在政策面與實踐面的實施成效、困境與因應策略，在內容方面包括大學教學改革模式與影響、大學教學改革的政策面、大學深耕計畫的教學改革重點分析、大學教學改革問題與挑戰，針對大學在深耕計畫推動的改革焦點，並論及師培機構的教學改革議題，提出大學教學改革的建言供參考。

After many years of implementation of the higher education sprout project, how much influence has been exerted on university classroom teaching reform, how much classroom teaching mode has been changed, how much student learning effectiveness has been improved, and how much university development has been achieved are the focus of university teaching reform. The main purpose of this article is ''Policy and Practice of University Teaching Reform'' as the theme, discussing the implementation effects, difficulties and coping strategies of university teaching reform in terms of policy and implementation. The policy aspect, the key analysis of the teaching reform of the higher education sprout project e, the problems and challenges of the university teaching reform, aiming at the reform focus promoted by the higher education sprout project , and discussing and the teaching reform issues of teacher training institutions, and put forward suggestions for university teaching reform for reference.
