論人權治理的三重邏輯及其展開

On the Triple Logic of Human Rights Governance and its Unfolding

人權治理主要圍繞全面脫貧、小康社會與共同富裕的理論邏輯、歷史邏輯與實踐邏輯展開，並通過時間節點、速率曲線、階梯平面和體系層級四個維度進行動態互構。在理論邏輯中，國家治理是制度運行，人權是價值內核，現代化是前景方向，全面脫貧、小康社會與共同富裕“ 三位一體” 共同擘畫出中華民族偉大復興的宏偉巨制。在歷史邏輯中，從生存到發展再至幸福的遞進式要素權重，作為歷史事件所包含基礎性與命運性環節存在，全面脫貧、小康社會與共同富裕“三位一體”階梯狀人權發展進程中描繪出第二個百年奮鬥目標的現代化圖景。在實踐邏輯中，党的領導的政治優勢、人民群眾的創造優勢、社會主義的制度優勢，三要素共同鑄就了人權結構體系，並在全面脫貧、小康社會與共同富裕“三位一體”人權實踐中實現人權治理的理想圖景。

Human rights governance mainly revolves around the theoretical logic, historical logic and practical logic of comprehensive poverty alleviation, well-off society and common prosperity, and carries out dynamic interaction through four dimensions of time node, speed curve, ladder plain and system level. In theory, national governance is the operation of institutions, human rights are the core of values, and modernization is the future direction. Poverty alleviation, a moderately prosperous society, and common prosperity are all involved in planning the great rejuvenation of the Chinese nation. In the logic of history, the progressive factor weight from survival to development and then to happiness exists as a fundamental and fateful link contained in historical events. The modernization prospect of the second Centenary Goal is depicted in the “ trinity” ladder of human rights development. In the practical logic, the political advantages of the CPC leadership, the creative advantages of the people, and the advantages of the socialist system overlap each other to cast the human rights structure system, and realize the dream of a powerful China governed by human rights in the “trinity” human rights practice of comprehensive poverty alleviation, a well-off society, and common prosperity.
