The development and review mechanism of the 12-Year Basic Education Curriculum Guidelines is set up for the first time in the history of curriculum in Taiwan. The National Academy for Educational Research (NAER) and its related units, the Center for Curriculum and Instruction Research and the Committee of Curriculum Research and Development are established to be in charge of the development of curriculum guidelines at the national level. The curriculum guidelines developed and proposed by NAER were reviewed by Curriculum Review Committee appointed by MOE. The prolonged procedures of curriculum review were completed within 20162018 for two and half years. This paper intends to delineate the development and review mechanism of curriculum guidelines, exploring the problems arising from the binary development and review processes at the national level under the policy of 12-Year Basic Education. The collaborative model for the development and review mechanism of the 12-Year Basic Education curriculum guidelines are proposed, analyzed and discussed for further inquiry. |
