The purpose of this paper is to discuss the teacher management system of university in Vietnam, hoping to lay a foundation for future interaction and exchanges of universities between Taiwan and Vietnam. Four main topics may include: title and appointment; training and promotion; task and evaluation; salary, reward and punishment of teachers in Vietnamese universities. And room for improvement found for quality and quantity of teachers in Vietnamese universities, with four major problems in management system: (1) unsatisfied salary, which leads to difficulty of university teachers recruiting and prompts teachers to take on other jobs on and off campus; (2) inconsistency of teacher’s career development and task assignment; (3) outdated and unclear laws and regulations of teacher management system; (4) ineffective implement of teacher management system due deviated social influence. Based on this, to effectively improve quality and quantity of teachers, and to promote the quality of education in Vietnamese universities, following strategy are necessary: firstly, raise salaries to recruit more doctoral teachers; and apply timely regulations to make career development and task assignment consistent; at the same time, correct deviated social influence. |
