The imported and exported food accompanied by the certificates are widely international trade practice. International organizations such as Codex Alimentarius Commission and World Organization for Animal Health establish principles and guidelines, official certificates, consignment-by-consignment issuing, non-discrimination principle, electronic certificates, to simplify and accelerate custom clearance and the security measures, as references. The European Union, United States and most countries also incorporated this principle of certificates and issuance into relevant regulations. In addition, the health certificates required internationally for imported and exported products can be classify to two categories. The first category is that the exported products certification implemented by the exporting country has the evaluation effect in the importing country. The second category is the certificates against specific food safety incidents. Taiwan Ministry of Health and Welfare proposes and implements the managements on imported food shall be accompanied by the certificates following the above two categories. |
