Talking about the Standing out Food Safety Governance of European Union

歐盟為一個在國家之上的政治與經濟實體，其為歐盟社群所建構的食品安全管理體系，超越任何一個獨立國家的法律規範與行政管理所衡酌之目的，泰半法規的規範對象是歐盟國家。為了打破各個歐盟國家間的藩籬，必須求取普世認同的管理原則與目的，同時需要兼顧與尊重各個歐盟國家的獨立性與文化多元性。此外，歐盟的食安治理內涵發展趨勢，是朝向突破狹義的食品安全，擴大整合包括食品衛生安全、動植物保護以及社會永續發展方向進行革新。面對時代、科技、全球化及人類文明發展進程與變遷的瞬息萬變可能性，歐盟並透過導入法規智慧監管政策，以強制其食安治理必須與時俱進。

The EU is a political and economic entity above the country. The food safety management system constructed for the EU community goes beyond the purpose and consideration for legislation and administration of any independent country. Probably half of the EU regulations target on EU countries. In order to break the barriers among the EU countries, it is necessary to seek for universal recognition on management principles and objectives. At the same time, it is necessary to consider and respect the independence and cultural diversity of EU countries. In addition, the development trend of EU's food safety governance is breaking through the narrow sense of food safety, and is expanding to an integrated field including food hygiene and safety, animal and plant protection and the development of sustainable society. Facing the rapid changing possibilities on the times, technology, globalization and human civilization, the EU has introduced smart regulation policies to force its food safety governance keeping pace with the times.
