應用模糊德爾菲法建構低碳政策施政評估指標之研究

Applying the Delphi Method to build the estimating indicators of executing Low-Carbon Policies by the government

本研究探討低碳政策施政評核指標，回顧文獻理論及模糊德爾菲法(FDM)進行研究，文獻蒐集國際「聯合國城市環境協議」、「歐盟綠色首都指標」、「亞洲綠色城市指標」、「英國環境評估指標」、「美國環境規劃-城市社區指標」、「新加坡城市永續指標」、「中國低碳城市指標」等國際規則；國內探討「低碳城市評選規範」、「低碳社區永續指標」、「能源氣候變遷政策綱領」及相關學者低碳研究文獻等。 整合國際指標、國內規範、學術研究，作為本研究之指標面向，內容包括「生態綠化」、「綠色運輸」、「節約能源」、「資源循環」、「低碳生活」、「永續經營」、「能源效益」、「綠產業科技」及四十個細項因子，進行模糊德爾菲法專家問卷調查，遴選出28項專家共識政策題項因子。重要排序前五項分別是:「民眾.企業使用再生能源」、「污水分流及處理率」、「城市總綠地覆率」、「推廣綠色工廠產業」、「垃圾回收率、處理率」等。

This study looked into the evaluating indicators when the Low-Carbon policies were implemented. This study conducted by the approaches of document review and Fuzzy Delphi Method (FDM). By document review, international agreements were collecting, which including 「UN Agreements of City Environment」, 「European Green Capital Indicators」, 「Asian Green Capital Indicators」, 「Asian Green Capital Indicators」, 「UK evaluating indicators of environment」, 「American environment planning-indicators of communities in the cities」, 「Singapore sustainable indicators of cities」, 「China indicators of low-carbon cities」. Meanwhile, domestic documents were also be reviewed including, 「Specifications of selecting low-carbon cities」, 「Sustainable indicators fo「low-carbon cities」, 「Policy agendas for energy and climate changing」. By integrating the indicators of international agreements, domestic specifications, and academic researches, the most adopted and effectiveness indicators were used in the study, which contains 「Eco-Greening」, 「Green Transportation」, 「Energy-Saving」, 「Resource Recycling」, 「Low-Carbon Life」, 「Sustainable Development」, 「Energy Efficiency」, and 「Technology of Green Industry」, which contains 40 detailed factors. The preceding factors were conducted by Fuzzy Delphi Method (FDM) of expert questionnaires, 28 factors were selected with the consensus of the experts. The most 5 important items are 「The Usage of Recycling Energy by People and Industries」, 「The Percentage of Diversion and Treatment of Sewage Water」, 「Green Land Coverage Ratio in the City」, rPromoting Green Industry」, and 「The percentage of Trash-Recycling and Trash-Treating」.
