臺灣人權促進會黑名單相關論述之探討：一個數位人文研究的視角

A Discussion on the Related Explanations of the Blacklist in Taiwan Association for Human Rights: A Perspective of Digital Humanities Study

"「黑名單」制度存在與運作，是非常體制下對人民基本人權侵害具體事例，也是強人威權統治時期重要人權課題。「黑名單」管制措施，主要是政府為避免異議人士將有關異議言論帶回臺灣，對於政府統治正當性造成衝擊。大法官於2003年4月18日做出釋字第558號解釋，一般咸認海外「黑名單」制度至此正式走入歷史。 臺灣人權促進會作為長期關注臺灣人權事務且發展最久的民間組織，黑名單的形成與在其運作下人權遭到的侵害與限制，為其所關注重點議題之一。透過對臺灣人權促進會所出版的相關文書，有關針對黑名單的記載與討論，將有助於進一步理解當時國民黨政府對人權的侵害情況。 本文主要透過數位人文研究途徑，應用資訊工具並就臺灣人權促進會所出版「臺灣人權系列雜誌」進行探查，並結合人文判讀，進一步詮釋黑名單在「臺灣人權系列雜誌」意涵與側重之處。"

"The existence and operation of the Blacklist is a specific case of violation of the basic human rights of the people under the unusual system, it is also an important human rights issue during the period of authoritarian rule. The Blacklist control measures are mainly for the government to prevent the dissidents from bringing dissent speeches back to Taiwan, which would have an impact on the legitimacy of government rule. In April 18, 2003, with the no.558 of the interpretation of the Constitution announced by the Justice of the Constitutional Court, it is generally believed that the overseas Blacklist has officially ended. The Taiwan Association for Human Rights is the longest-running civil society organization that has long been concerned about Taiwan’s human rights affairs, of which the human rights violations and restrictions under the formation and operation of the Blacklist has been one of the main topics. Through investigating the records and discussions on the Blacklist by the publications of The Taiwan Association for Human Rights, it will help to further understand the violations of human rights during the period of the Kuomintang government. The article mainly uses information tools to explore the human rights series published by The Taiwan Association for Human Rights by adopting digital humanities research methods, combining with humanistic interpretation to further explore the meaning and focus of the Blacklist in the “Taiwan Human Rights Series Magazine.”"
