戰後臺灣政府角色與行政院部會結構的變遷

The Roles of the Government and the Structural Changes of the Executive Yuan in the Post-War Taiwan

自民國38年底中央政府轉進臺灣以來，行政院的部會結構，一直宣稱都是堅守「8部2會」的基本架構。但事實上，行政院曾分別依其組織法第6條或其他特別法，而成立相當於部會位階的各種單位，只是不需修改其組織法的相關條文。本文依政治經濟體制的特質，先將戰後臺灣分成一、戡亂和戒嚴時期的黨國威權體制，二、解嚴與終止戡亂後的政治民主化時期，三、同時強調本土化與全球化時期，及四、「撥亂反正」與「脫胎換骨」時期，然後依其不同政經階段的政府角色，分析行政院的部會結構及其變遷。

The Executive Yuan has been organized assertively on the basis of“8 ministries and 2 commissions'' after the Central Government withdrew to Taiwan in 1949. But, in fact, with the help of the Article 6 of the Organic Law of the Executive Yuan and other special laws, the Executive Yuan has ever installed several ministry or commission-leveled organizations, according to demand of the government. In this paper, we phrased the history of the post-war Taiwan into four periods first, and then analyzed the structural changes of the Executive Yuan in accordance with the change in the role of the government.
