The five basic laws for the organizational reform of the Executive Yuan, in turn, completed their respective legislative processes between January 2010 and April 2011 under consensus among all sectors and came into effect on January 1st, 2012. In response to the trends of globalization and sustainable development, as well as domestic expectations to raise our nation's competitive strengths, the organizational reforms of the Executive Yuan has to not only capture the precise trends of future international development, but also pay special attention to the interactive mechanisms between the public and private sectors, and between the government and its people. Organizational reform is surely not just an adjustment to the number of government institutions, but should effectively present the improved efficiency in function adjustment. Through the history of the launching of the organizational reform, we expect to examine the details of the reform development and its key elements in order to make proposals regarding future advancements. |
