國土資訊系統（NGIS）現階段發展策略與思維

The Current Development Strategies and Thinking of NGIS

我國於1990年成立國土資訊系統（National Geographic Information System，簡稱NGIS）推動小組，正式籌劃推動臺灣國家地理資訊系統，20年期間研訂2期基礎環境建置計畫，並據以輔予預算經費及運作人力組織，著力於國內公私部門地理資訊系統的建立，此階段目標為積極建立NGIS基礎圖資。故自1998年開始推動至今，已進入第2期的基礎環境建置計畫作業，除各個資料庫分組就其權責佈建領域地理圖資外；同時亦持續補助地方政府辦理各項建置推動作業，包括：一千分之一地形圖測製、門牌號碼建置、公共管線資料庫建立以及都市計畫圖數化等基礎環境建置。並依據「國土資訊系統第二期基礎環境建置計畫」宗旨，以建置完整之基礎環境資料庫為作業總目標之一，期以提升政府決策品質，促進民間數位內容服務產業成長，達成國家整體競爭力之提升。目前隨著圖資建置量擴大，應用面的需求繼而丕變而廣，因此資料維護、流通及加值運用成了後階段推動主軸。全球推動空間資訊基礎建設（Spatial Data Infrastructure，簡稱SDI）風潮下的地理圖資建置與應用，就臺灣特有之性質，NGIS推動應有新的思維，因應所面對的問題，2005年行政院核定通過國家地理資訊系統建置推動10年計畫及2007年內政部資訊中心研提規劃建置都會區位置門牌資料、1／1000數值地形圖相關推動模示及示範作業，其目的即在「提昇NGIS基礎圖資建置品質，縮短推動期程，及時展現推動成效」。

The central government formally formed a taskforce named National Geographic Information System Steering Committee (NGISSC) to conduct the implementation of GIS projects under the NGIS initiative since 1990. After nearly 20 years development, it was collaborating with each database workgroup and relevant agencies to gather tremendous spatial data, such as 1:1000 topographic map, street address geocoding, public pipeline, urban planning, etc., meantime it is regard as a result of a success SDI to facilitate the quality of government decision making and enhance the services for the people in Taiwan. At some time, it encounters two critical issues; data maintenance and data sharing platform to make data accessible and valuable. Under the GIS development and application trend of Global SDI, There is some advance thinking and promotion strategies for the next NGIS 10-years plan.
