戰後臺灣公營事業工會檔案之價值與運用

The Value and Application of Labor Union Documents of Taiwan State-owned Enterprises During Post-war Period

戰後臺灣經濟的穩定與發展，不同產業類別的公營事業幾乎扮演該產業的主角；該公營事業的發展歷程，往往也可視為該產業的發展史。除了公營事業管理階層產生的公務檔案之外，其從業員工組成工會所產生的工會檔案，同樣是了解該公營事業的重要資料來源。然而，各公營事業工會分別因為隸屬機關不同、民營化時間不同，導致不同的性格與結局，其工會檔案數量與種類也有若干差異性。本文先簡述戰後臺灣勞工運動背景，接著分析工會檔案性質、構成與種類，介紹筆者訪查公營事業工會檔案成果，然後運用意料之外的收穫─鹽聯會檔案亦進行探討，呈現工會檔案的歷史感與研究價值，冀收拋磚引玉之效。

State-owned enterprises (SOE) acted as leading roles in many industries in Taiwan Economy after World War II. They made great contribution to the economic growth of Taiwan and the development course of them usually could be seen as the development history of the industry. Both the official records produced by the SOEs and the documents created by their labor unions are important sources for understanding them. Being subordinated to different enterprises which were not privatized at the same time, these labor unions have different characteristics. Also, the differences between types and amount of documents produces by them could be observed. The author reviews the background of Taiwan labor movement after World War II. In addition, the author introduces the composition and main types of the labor union documents from his experience of investigation. Finally, the historical and academic value of the documents of the Salt Industry Association, which were obtained unexpectedly are also discussed.
