In order to understand the situation of government agencies' records disposal, interviews with 17 agencies are conducted. The authors find that many government agencies didn't formulate long-term and complete disposal programs, the procedures of disposal were not carried out efficiently due to limited manpower and experience. Archival appraisal of agencies' records isn't fulfilled indeed, either. Because of problems listed above, it is difficult for the National Archives Administration to judge records' value and have an agreement on their destruction or preservation. To improve records disposal carried out by agencies, the authors propose that the NAA should set the acquisition priority according to the subjects of national archives and the selection policy on nation archives. Moreover, the functional appraisal model should be promoted. The rules for agencies' records disposal and the retention policy of agencies' record should be established. |
