檔案管理人員專業倫理決策之探討

Ethical Decision Making for Professional Archivists

專業倫理是內隱於專業人員的一套專業價值觀，並經由專業學會以倫理守則方式向社會大眾宣示，具體展現對社會的共同責任。檔案管理專業人員扮演著檔案文獻的守門者與引導者、政令的遵循者、機構服務的執行者與專業知識的繼承者等角色。專業倫理難題的產生，使得專業角色容易發生衝突，如何有效解決倫理衝突，實有賴於專業決策能力的提升。本文探討專業倫理決策四個重要步驟，並以佛萊德曼密碼學檔案訴訟案進行專業倫理決策個案討論。

The professional ethics is a set of values, which is embeded in professionals' inner part, and declared by professional associations to present its social common responsibilities. The archivists serve to play the multi-roles of professionals, including the gatekeepers and guiders of archives, the followers of governmental orders, the servers of organizational policies, and the successors of professional knowledge. The ethical dilemma causes the conflict of the role-players in professional services. To solve ethical dilemmas effectively, professionals do need to promote the abilities in ethical decision-making. This article discusses ethical decision making by the four-step analysis method, and applies to study the lawsuit case of William Friedman collection.
