This study explored the gangs' drug offenses through transnational and comparative approaches. Studies on gang-related drug subjects are rare but actually significant and essential to find the reality of gangs intervening drug offenses. The author analyzed the domestic and multinational statistics of drug offenses related to gangs inclusive of the authorities from the United States, the United Kingdom and Japan. The study finds that the overall prevalence of gangs' drug offenses in Taiwan is not so high compared with the above countries. Besides, relatively neither is the gang members' whole drug experience. Gang members implicating drug offenses are still mostly young and manhood. The situation of gang members involved in drugs is also the same as that of hard-core offenders (or chronic habitual offenders). The concept of the proliferation and deterioration of gang-related drug offenses is most likely due to the mass media which attracts the public's attention to the serious or sensational news which gangs intervened. It objectively could be low correlation to the real holistic data. Four suggestions and strategies were proposed in the study based on the results as follows: 1. To avoid enormously exaggerating the details while releasing the cracking news of gang-related case. 2. To persistently implement Zero Tolerance against gangs' offenses, create a good police-civilian interaction, and strengthen the public confidence.3. To develop and strengthen the existed function of the family, school and social authorities. 4. To pay prior attention to those targets of hard-core offenders as gang members involved in drugs 5. To invest resources in the abstinence of drugs and developing specialized drug abuse treatment models for addicted gang members. |
