話語分析有助於闡釋執法活動中呈現的多重意義解釋，通過話語分析可豐富對城管執法困境的認識。嚴格執法、服務大局的執法話語存在諸多不足，遭受來自其他話語的質疑，難以有效實現對城管執法活動正當性的論證。媒體輿論對權利話語和“弱者的武器”話語的片面采用存在較大偏差，城管執法狀況被選擇性呈現，執法問題泛政治解讀，易導向對體制的否定，引發社會對立情緒。社會主義話語的使用方式具有多樣化，既會導向舒緩執法沖突，也會導致加劇執法者和執法對象之間的緊張關系。改善城管困境，需要塑造話語，推動公共規則的形成，達成兼顧不同社會群體利益的執法效果，推動法治建設的務實開展。

This article makes full use of the theories of discourse analysis to interpret the multiple meanings of the law enforcement so that to enrich the awareness of urban management dilemma.However，there exist many deficiencies in the law enforcement discourse like “strict law enforcement” and “serve the overall situation”.First of all，it suffers from other discourse questioned.Second，it is difficult to effectively implement the legitimacy of chengguan law enforcement.Meanwhile，the media opinion has a large deviation on the onesided use of the discourse of the right and the “weapon of the week”.The situation of chengguan law enforcement is selectively presented as well.The law enforcement issues are panpolitical interpreted，which easily lead a negative attitude to the system，and trigger social antagonism.The use of socialist discourse has diversified ways，will alleviate the conflict of law enforcement，but also lead to the tension between lawexecutor and private party.To improve chengguan law enforcement dilemma，need to rebuild the discourse and promote the formation of public rules，and ultimately achieve the effect of balance interests between different social groups as well as pragmatic promote the law construction.
