In recent decade, non-economic factors of institutional theory have been emphasized to explain local economic development. This empirical study based on such concept tries to discuss and verify a development of Ilan's cultural mode for regeneration local economy in related to policy governance, agent networks, accumulation of social consciousness, and cultural values. The result describes an evolution of local policies towards cultural activities and provides how the institutional cluster managed issues and tensions in the cultural agenda. However, we found some critical issues such as institutional lock-in, cultural symbol and vague vision caused by series of vanity visions gradually eliminate social awareness of Ilan. An over-depending government-led policies also weaken cooperation between agents and possibilities of local innovation and learning. The cultural development in Ilan is observed losing its locality and characteristic. |
