Population ageing has become one of the emerging issues in the world due to the success of advanced science, public health, medical knowledge, and technology in the past Century. Accordingly, in response to the vision of Age-friendly cities program proposed by the WHO, this research took the “Global Age-Friendly Cities- A Guide” (WHO, 2007) published by the World Health Organization (WHO) as a blueprint to explore the practical framework of different country and city. One city in four counties each including the United States of America, UK, Australia, Canada and Taiwan are selected as research targets. By conducting comparative studies from five perspectives, this study further concludes three key elements for a better framework to deliver age-friendly cities program. These three key elements include establishing higher-level collaboration platform at central/federal government level, creating sustainable participation system for elderly and enhancing the organizational integration force of the major promoters.
