The junior college is aimed to nurture national intermediate technicians. Its source of students is from junior schools. It overlaps the source of high schools and vocational high schools. It is essential to build up a quality assurance framework for teaching and learning with the following challenges - how to grasp the advantages of twelve-year compulsory basic education, reply to the impact of the decreasing low birth rate, and stand firmly with continuous student source as competing with many homogeneous colleges. This article adopts the viewpoint of “student learning outcomes”- oriented and association with total quality management including four aspects of Plan, Do, Checkd Action. Moreover, based on school administration governance and each department’s expertise, six assessment dimensions according to four aspects were used to investigate further the school administration development strategy as junior colleges promote “Student Learning Outcomes associating with Quality Assurance Mechanism.” Six assessment dimensions include the goal and core competencies of schools and departments, the administrative governance and operation, curriculum planning and teaching, the resources and supports for student learning, students’ learning progress and assessment and quality improvement mechanisms. It is expected to come out concrete suggestions for junior college’s school and department administrative units, teachers and students when they promote and execute this mechanism. |
