中央銀行獨立性、權責性與透明性機制理論評述

A Study of the Central Bank's Independence, Accountability and Transparency Nature Mechanisms

中央銀行的獨立性、權責性與透明性，簡稱「三性」；「三性」機制的高低對一國或地區貨幣政策的運行效果產生極大的影響，「三性」機制發揮如何是中央銀行地位和作用發揮的保證前提。本文主要對央行「三性」機制的相關理論和文獻進行評述，以期反映相關研究領域的研究動態和前沿發展。研究得出，不同學者從不同的角度對央行獨立性、權責性與透明性進行了定性描述和量化分析，可提高貨幣政策有效性。除了央行“三性”之外，其他方面也有待於進一步研究。

Central bank's independence, responsibility and transparency is referred to as “nature”; The level of “nature” mechanism of a country or region run effects of monetary policy have a significant impact. How to play “three natures” mechanism plays the role of bank guarantee status and the premise. In this paper, the central bank to “three natures” mechanism theory and literature review related to research on reaction dynamics and cutting-edge areas of research development. As the results of this study, different scholars from different views on the central bank independence, responsibility and transparency for the qualitative and quantitative analysis can improve the effectiveness of monetary policy. In addition to, the central bank to “three natures”, the other aspects need further study.
