Post-market Surveillance Study on Veterinary Drug Residues in Poultry, Livestock and Aquatic Products in 2018

禽畜水產品是普遍的動物性蛋白質供給來源，為維護民眾食用安全，衛生單位歷年持續進行禽畜水產品中動物用藥殘留之檢測。107年度針對高風險產品品項及一般產品品項兩部分進行抽驗。高風險品項係依據衛生福利部食品藥物管理署101－105年不合格率偏高或市場流通量大等禽畜水產品進行抽驗，共計21種產品品項，486件，包含禽產品173件、畜產品173件、水產品140件。檢驗項目包括氯黴素類、硝基呋喃代謝物、乙型受體素類等17種方法共142項動物用藥。高風險產品品項整體檢測結果之合格率為97.7％，動物用藥殘留不符規定者計11件，分別為禽產品7件，合格率96.0％；水產品4件，合格率97.1％。另一般產品品項係抽驗市售之禽、畜、水產品，共計3,094件，包含禽產品1,049件、畜產品1,317件及水產品728件，整體合格率為99.4％。另有18件之動物用藥殘留不符規定，分別為禽產品10件，合格率99.0％；畜產品1件，合格率99.9％；水產品7件，合格率99.0％。綜上，107年食品中動物用藥殘留檢測包括高風險品項及一般品項，總計已完成3,580件（禽產品1,222件、畜產品1,490件、水產品868件），其中3,551件檢驗結果符合規定，29件與規定不符，總合格率達99.2％。所有不合格產品均已立即通知農政單位及轄管地方政府衛生局要求業者下架、回收、停止販售及溯源追查違規產品來源並依法處辦。

Poultry, livestock and aquatic products were the main protein sources of food for the people for human. In order to ensure food safety, the health authorities continuously conduct tests on the veterinary drug residues in these products. In 2018, the sampling program of veterinary drugs consisted of two parts, namely high risk items and general items. The high risk items were defined by the items with higher failure rates according to the TFDA annual monitoring plan, and the items with a large proportion of sales in the market in past years. For the high risk items, there were 21 categories consisted of 486 samples including 173 poultry products, 173 livestock products, and 140 aquatic products. All the samples were analyzed by 17 testing methods covering a total of 142 veterinary drug items. The results showed that for the high risk items, 7 poultry products and 4 aquatic products exceeded the maximum residue limits (MRLs), and the rates of compliance were 96.0% and 97.1%, respectively. The overall rate of compliance was 97.7%. For the general items, 3,094 samples including 1,049 poultry products, 1,317 livestock products, and 728 aquatic products were analyzed. Ten poultry products, 1 livestock products, and 7 aquatic products exceeded the MRLs, and the rates of compliance were 99.0%, 99.9%, and 99.0%, respectively. The overall rate of compliance was 99.4%. The local government authorities had been notified of the substandard products, which were subsequently removed from the market and penalties were imposed on the suppliers.
