The essential intention of education reforms is to promote and ensure school quality. Varieties of school or program evaluation or personnel evaluation based on the concept of educational accountability have been seen indispensably as the means of reviewing and improving quality of education by governments. The main purpose of evaluations formulated for elementary and junior high schools and principals in Taiwan is summative, not formative, except the pilot scheme of Teacher Professional Development Evaluation, while they also have been criticized in neglecting integration that do things in their own way and lack of sustained follow-up review and improvement. As the emphasis of school performance management is on the functions of joining individual and organizational objectives, linking individual professional development and his/her performance objectives, and highlighting sustained improvement and development, it is feasible to set up a practical system from its implications to improve the shortcomings of evaluation. The paper is aimed to construct an integrated school performance management system to combine current school evaluation with principal evaluation and teacher evaluation, so as to promote the capabilities of educators and school quality. |
