公共建設PPP專案目的在於能促進民間就業及提升國家經濟發展,協力過程中須公、私部門雙方共同參與使專案順利完成,在專案生命週期中,必須考量諸多影響績效評估的指標,並且會因公共設施屬性而有所不同而有所差異。本研究依據相關文獻與研究建構影響指標,以近年金擘獎案例獲獎公私部門為調查對象,運用主成份因素分析法及平衡計分卡績效評估法,經研究成果:將建構八大類30項績效評估指標架構,並建構具信度「公共建設PPP專案績效評估平衡計分卡」。同具備在地性之成功經驗。針對獲獎110個案之成功經驗各案調查,建構之平衡計分卡專案績效評估,私部門平均值為74.5分、公部門平均值為73.1分。將得獎個案評估指標分析結果運用實證研究,得知各類公共設施屬性之差異,及平衡計分卡四構面之績效評估指標認知差異性。
