Robert A. Dahl, a political scientist, advocates the conditions for pluralistic democracies. We can recognize the importance of the party's role, and the financial power of political parties has considerable influence on the results of party competition. The passage of the “Ill-gotten Properties by Political Parties and Their Affiliate Organizations” is expected to create a level playing field for political parties and improve democratic politics. To discuss the issue of “effectiveness of land” in the “Ill-gotten Properties by Political Parties and Their Affiliate Organizations”, we must raise the level again to clarify the issues at both levels. The first level is the ownership of “Taiwan’s territorial sovereignty”, and the second is at the same level, the issue of “legislative positioning of the Republic of China” was examined.
