農村窳陋空間改善評估準則之探討

Establishing Evaluative Criteria for Improving Dilapidated Spaces in Rural Villages

近年農村景觀面臨衰敗與髒亂的威脅下，水保局依農村再生條例發佈了「窳陋空間改善推廣計畫」，目的為提升農村社區環境整潔與再現當地的景觀特色。然儘管計畫具一定的條件，但如何將被破壞的空間再次形塑成適合農村的景觀，避免出現許多制式化空間，是值得重視之議題。因此在推動空間改善的同時，對其形塑準則之討論為刻不容緩的事。研究透過文獻及專家學者訪談，篩選評估準則；以層級分析，建立各準則之權重。並運用所建構之評估體系，作為後續實證研究之依據。結果顯示，本研究所建構的「農村窳陋改善空間評估體系」強調其鄉農村窳陋空間評估的服務能力，表達其在農村空間景觀形塑上的服務價值，冀望能作為未來中央或地方在農村窳陋空間改善評估之參考。

In recent years, rural landscape had encountered the threats of decay, dirty and disordered spaces. For improving the rural environment prettification and reproducing the local landscape features, the Soil and Water Conservation Bureau of Taiwan promoted the project of landscape aesthetics improvement and dilapidated space prettification based on the rural regeneration regulations. However, many communities were eager to gain the resource without proper planning and design. This study first applied the concepts of “Landscape forming factors” from the review and interviews with experts, followed by using the Analytical Hierarchy Process to develop the weighting of the “Evaluative System of Dilapidated Space in Rural Villages (ESDSRV)”. The results showed that the ESDSRV can assist the evaluators in understanding the spatial features of rural improved space. By comparing these criteria, the system could also be the important references for central and local governments to enhance rural space landscape management tasks in the future.
